I have had a free eye test, my NHS voucher is worth £62.70p, I chose bifocal lenses, the glasses frame cost£75?I am being asked to pay £69.50 for them, but this is too much, I think it should be closer to £41.80p. Can I ask for a reduction?

Of course you can ask. They aren't allowed to shoot you for asking.
The worst that can happen is they will say no.
You could maybe choose a less expensive frame, or ask for your prescription and shop elsewhere.

Everybody will charge you extra if you chose to have better frames. If you think that they are too expensive then you can chose to take your NHS voucher somewhere else if you can find a cheaper pair.
You can try asking for a reduction, but they are perfectly within their rights to say no
